irssi inside tmux inside systemd

I've been meaning for ages to set up irssi to run inside systemd and start on boot on a linux server of mine. I mostly use irccloud, but it doesn't do logs and anyway, I'm a nerd. This repository has an exact answer, but not for Debian, so I've adapted it in a fork for Debian 12 aka bookworm.
